Sewer Commission appoints new commissioner, approves signature authority.

ROCKLAND — Sewer Commission seats new Commissioner Sean Smyth, retains Michael Mullen as Chair and Matthew Ryan as Vice Chair. The board unanimously approved signature authority for FY26 and FY27 for any Commissioner, the Sewer Superintendent, and the Interim Sewer Superintendent to sign documents. New Superintendent Hillary Waite, in her third week, has been introduced to all contracted engineering firms and is developing knowledge of regulatory obligations and Phase I upgrade goals.

The Commission heard an informational presentation on the proposed 199-unit Shingle Mill development at 75-77 Pond Street, which would connect to sewer through Wilson Street and has been approved by the Zoning Board of Appeals and Conservation Committee. The board approved three sewer abatement requests totaling $811.86.
