Rockland Finance Committee names Corrin Finnell secretary, hears four department budgets as town faces $2M deficit. Town Administrator Douglas Lapp reported the shortfall stems from state aid reductions and rising health insurance and County Retirement Assessment costs, triggering an immediate hiring freeze and focus on non-personnel operating cuts. Human Resources requested a 15.70 percent budget increase; Council on Aging, 4.47 percent; Police, 2.58 percent; and Fire, 5.68 percent.

Fire Chief Scott Duffey submitted a $500,000 capital request for a new ambulance and two additional requests totaling $22,000 for training and records software.
